Understanding Conflict of Interest and Conflict of Commitment

Each employee who works more than 30 hours per week must complete a COI/COC Survey Form. This form asks questions to help you determine if you have a potential or actual COI/COC. You will receive an email with a copy of your completed form.

You will receive emails at each step of the approval process. This lets you know the status of your report at all times.

Each employee should complete the Survey Form by February 28.

Management Action Plans

  • If your answers on the Survey Form indicate a Reportable Activity, you will receive an email with a link to complete a Management Action Plan. (Your supervisor will also receive a copy of this email to let them know you will have to complete a Management Action Plan.)
    • Once you complete this form with details about the Reportable Activity, it will be sent to your supervisor(s) for approval, ending with the Vice-President of your Division.
  • If your Management Action Plan is denied, there will be a reason on the form. You should discuss any revisions needed with the person who denied your Management Action Plan.
  • A COI/COC Dashboard for Supervisors has been created to help supervisors track which employees need to complete a Management Action Plan and monitor the status of those plans. To access the dashboard, log in to , navigate to the HR Tile on MyGS, and find the link just below the COI/COC Survey Form.

  • Management Action Plans, if needed, should be completed and approved as soon as possible after the Survey Form is completed. Any actual conflicts of interest / conflicts of commitment must be approved prior to the employee engaging in the reportable activity.

For Managers

  • Ensure all of your employees working more than 30 hours per week complete the COI/COC Survey Form.
  • If a management plan is required, the employee must initiate this plan.
  • The management plan should ensure the following:
    • Any use of University resources complies with policy (this includes time, physical spaces, money, supplies, logos, etc).
    • Any additional disclosures that may be required are submitted (State Business Transactions, Research Conflict of Interest/Conflict of Commitment).
    • Any other identified risks are mitigated in the management plan.
